เมื่อวันที่ ๘-๑๓ กันยายน ๒๕๕๗ สถานเอกอัครราชทูตได้ให้การต้อนรับคณะข้าราชการแรกเข้าของกระทรวงการต่างประเทศจำนวน ๑๓ คน ซึ่งเดินทางเยือนมาเลเซียเพื่อศึกษางานซึ่งเป็นส่วนหนึ่งของหลักสูตรฝึกอบรมข้าราชการแรกเข้าของสถาบันการต่างประเทศเทวะวงศ์วโรปการ ในโอกาสนี้ นอกเหนือจากการเปิดโอกาสให้คณะข้าราชการแรกเข้าได้เข้าเยี่ยมคารวะเอกอัครราชทูตและผู้บริหารหน่วยงานทีมประเทศไทยเพื่อรับทราบแนวคิดและแลกเปลี่ยนข้อคิดเห็นเกี่ยวกับการดำเนินยุทธศาสตร์ด้านต่าง ๆ ของไทยในต่างประเทศอย่างบูรณาการแล้ว สถานเอกอัครราชทูตยังได้จัดให้คณะข้าราชการแรกเข้าได้มีโอกาสศึกษาประเด็นสำคัญต่าง ๆ จากการดำเนินกิจกรรมของสถานเอกอัครราชทูตหรือหน่วยงานที่เกี่ยวข้องโดยตรง ดังนี้

(๑) การทูตสาธารณะและการทูตวัฒนธรรม จากกิจกรรมการแสดงดนตรีเชื่อมสัมพันธ์ไทย-มาเลเซียที่หอประชุมศาลาว่าการกรุงกัวลาลัมเปอร์

(๒) การสร้างโอกาสทางเศรษฐกิจให้แก่ภาคเอกชนไทยในต่างประเทศ จากกิจกรรมสัปดาห์ไทยและงานเลี้ยงอาหารค่ำ “Amazing Thai Cuisine: A Night of Discovery”

(๓) ความร่วมมือด้านการศึกษา จากกิจกรรมแนะแนวนักเรียนไทยมุสลิมทุนรัฐบาลมาเลเซีย

(๔) การเตรียมความพร้อมของนักการทูตมาเลเซีย จากสถาบันการทูตและการความสัมพันธ์ต่างประเทศ

(๕) การเตรียมความพร้อมของมาเลเซียสู่การเข้าสู่ประชาคมอาเซียน จากสำนักงานเลขาธิการอาเซียนแห่งชาติมาเลเซีย

(๖) การบริหารจัดการภาครัฐ จากหน่วยงานพัฒนาที่ดินแห่งสหพันธ์

(๗) การทูตเพื่อประชาชน โดยฝ่ายกงสุล

และ (๘) สถานการณ์คนไทยในมาเลเซีย โดยไทยคลับ

 

ทั้งนี้ โครงการการศึกษาดูงานต่างประเทศในครั้งนี้มีวัตถุประสงค์เพื่อสร้างความคุ้นเคยและเข้าใจเกี่ยวกับการปฏิบัติราชการในต่างประเทศของข้าราชการใหม่ของกระทรวงการต่างประเทศ และเปิดโอกาสให้ข้าราชการรุ่นใหม่ของไทยได้พบปะกับนักการทูตรุ่นใหม่ของมาเลเซียและประเทศอื่น ๆ อันจะเป็นประโยชน์ต่อการสร้างเครือข่ายสําหรับการทํางาน รวมทั้งเสริมสร้างทักษะที่สําคัญซึ่งจําเป็นต่อการปฏิบัติงานในอนาคต นอกจากนี้ คณะยังได้ศึกษาเรียนรู้ถึงสภาพแวดล้อม วิถีชีวิต และแนวทางการพัฒนามาเลเซียสู่การเป็นประเทศที่มีรายได้สูงตามวิสัยทัศน์ ๒๐๒๐ ซึ่งล้วนมีส่วนช่วยในการพัฒนาแนวทางการดำเนินการด้านการทูตของข้าราชการรุ่นใหม่ของกระทรวงการต่างประเทศต่อไป

 

On 8-13 September 2014, the Royal Thai Embassy had an opportunity to welcome a delegation of 13 newly appointed officials of the Ministry of Foreign Affairs of Thailand, who paid a study visit to Malaysia as part of their training course organized by Devawongse Varopakarn Institute of Foreign Affairs (DVIFA). On this occasion, Mr. Krit Kraichitti, Ambassador of Thailand in Malaysia, together with the chiefs of Team Thailand agencies in Kuala Lumpur, provided the delegation with insights and fruitful discussions regarding the integrated conduct of national policies in overseas missions. Besides, the Embassy also arranged for the delegation to study various important topics related to the conduct of foreign policy directly from the Embassy’s activities and responsible Malaysian agencies, as follows:

(1) Public diplomacy and cultural diplomacy, from the “Concert of Royal Compositions” at DBKL;

(2) Creation of business opportunities abroad, from “Thailand Week” at MVEC and “Amazing Thai Cuisine: A Night of Discovery” at the Westin KL;

(3) Cooperation in education, from “Career counseling session for Thai students on Malaysian Government scholarship” at Bungaraya Hall;

(4) Training of Malaysian diplomats, from Institute of Diplomacy and Foreign Relations (IDFR);

(5) Malaysian preparation for the ASEAN Community, from ASEAN-Malaysia National Secretariat (AMNS);

(6) Public administration, from Federal Land Development Agency (FELDA);

(7) Diplomacy for the people, from the Consular Section; and

(8) Thai community abroad, from Thai Club.

 

The objectives of the visit are to enable new officials to be trained in important skills required in their careers, to familiarize and foster the understanding of the work of Thailand’s diplomatic missions abroad, as well as to meet and share experiences with the new-generation diplomats both from Malaysia and beyond, which will form vital professional links. The delegation also had opportunities to experience Malaysian lifestyles and environments, and learned of Malaysia’s key development path towards becoming a High-Income Country by the year 2020. Those who took part in this study visit also gained much from the valuable knowledge, experience, perspectives and advice that were shared to them by His Excellency the Ambassador, and the Officials of the Royal Thai Embassy throughout their time in Malaysia, which is of most benefit for their work.
