ท่าทีประเทศไทยต่อการประกาศผลการจัดอันดับประเทศไทยในรายงาน TIP Report 2018

เมื่อวันที่ ๒๘ มิถุนายน ๒๕๖๑ เวลา ๑๔.๐๐ น. (ตามเวลาท้องถิ่นกรุงวอชิงตัน) กระทรวงการต่างประเทศสหรัฐอเมริกาได้เผยแพร่รายงานสถานการณ์การค้ามนุษย์ ประจำปี ๒๕๖๑ (TIP Report 2018) โดยในปีนี้ ประเทศไทยได้รับการจัดอันดับให้อยู่ ใน Tier 2 ซึ่งเป็นการปรับอันดับขึ้นจากที่ได้รับการจัดให้อยู่ใน Tier 2 Watch List เมื่อปี ๒๕๖๐
การปรับอันดับของไทยให้อยู่ใน Tier 2 สะท้อนให้เห็นว่า สหรัฐอเมริกาตระหนักถึงความจริงจัง ความพยายาม และความคืบหน้าในการป้องกันและปราบปรามการค้ามนุษย์ในทุกรูปแบบที่รัฐบาลไทยได้มุ่งมั่นสร้างขึ้นในช่วงปีที่ผ่านมา ทั้งในด้านการบังคับใช้กฎหมายและการดำเนินคดีกับผู้กระทำผิด การคุ้มครองดูแลผู้เสียหาย และการป้องกันการตกเป็นเหยื่อการค้ามนุษย์ โดยไทยพร้อมจะร่วมมือกับภาคส่วนต่าง ๆ ในประเทศ องค์การระหว่างประเทศ และนานาประเทศซึ่งรวมถึงสหรัฐอเมริกาอย่างใกล้ชิดต่อไป เพื่อผลักดันให้การแก้ไขปัญหาการค้ามนุษย์เกิดผลสำเร็จที่เป็นรูปธรรมในเชิงกว้างและลึกมากยิ่งขึ้นในอนาคต
การที่ไทยได้รับอันดับที่ดีขึ้นไม่ได้ทำให้รัฐบาลไทยนิ่งนอนใจต่อปัญหาการค้ามนุษย์ ไทยจะยังคงมุ่งมั่นพัฒนากรอบกฎหมายและนโยบาย รวมทั้งหาทางเพิ่มพูนประสิทธิภาพการดำเนินงานป้องกันและปราบปรามการค้ามนุษย์อย่างต่อเนื่อง ซึ่งมีวัตถุประสงค์สำคัญเพื่อปกป้องคุ้มครองชาวไทยและชาวต่างชาติในไทย ซึ่งเสมอกันด้วยศักดิ์ศรีความเป็นมนุษย์ ตามหลักสิทธิมนุษยชนและหลักมนุษยธรรมที่ไทยยึดถือตลอดมา

Thailand’s View on its Placement in the US State Department’s 2018 Trafficking in Persons (TIP) Report

On 28 June 2018 at 02.00 PM (Washington, D.C. time), the United States Department of State released the 2018 Trafficking in Persons (TIP) Report, which upgrades Thailand from Tier 2 Watch List to Tier 2.
This better placement of Thailand to Tier 2 reflects the United States’ due recognition of the Royal Thai Government’s serious and sustained efforts as well as significant progress in combatting all forms of human trafficking during the past year. Thailand’s key achievements covered various areas, from law enforcement and prosecution of wrongdoers, to victim protection and care, and prevention of vulnerable populations from falling prey to human trafficking. Thailand remains deeply engaged in strengthening cooperation and partnership with all stakeholders in a whole-of-society approach, and will continue to work closely with concerned international organizations and various countries, including the United States, in our ongoing attempt to end trafficking in persons.
Notwithstanding our improved ranking, Thailand will continue to press ahead to improve the legal and policy frameworks as we persevere to enhance operational efficiency for addressing human trafficking on all fronts. It must be noted that Thailand is earnest in our efforts to eradicate human trafficking and aim to protect both Thais and foreigners in the Kingdom, whose human dignity ought to be safeguarded indiscriminately from the menace of human trafficking, in accordance with the principles of human rights and humanitarianism to which Thailand has always adhered.
