On 21 - 22 December 2025, H.E. Ms. Lada Phumas, Ambassador of Thailand to Malaysia, welcomed H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs of Thailand, and the Thai delegation on their visit to Malaysia to attend the Special ASEAN Foreign Ministers’ Meeting on the Current Situation between Thailand and Cambodia in Kuala Lumpur at the invitation of YB Dato’ Seri Utama Haji Mohamad bin Haji Hasan, Minister of Foreign Affairs of Malaysia in his capacity as the ASEAN Chair 2025.
On 22 December 2025, the Ambassador accompanied the Minister of Foreign Affairs of Thailand to the Special Meeting at the Grand Hyatt Kuala Lumpur, chaired by the Minister of Foreign Affairs of Malaysia, with the participation of foreign ministers and representatives from 11 countries, as well as the Secretary-General of ASEAN. Thailand took the opportunity to reaffirm its strong commitment to achieving peace that is genuine, sustainable, and grounded in concrete actions, while providing the ASEAN Member States with the facts on the ground and Thailand’s respective position, in particular the three key conditions necessary for discussions on de-escalation leading toward peace, namely (1) Cambodia must be the party to declare a ceasefire first; (2) the ceasefire by Cambodia must be genuine and sustained, with verification by the military based on actual conditions on the ground; and (3) Cambodia must demonstrate sincerity in cooperating with Thailand on humanitarian demining.
The Special Meeting proceeded in an orderly manner. Thailand and Cambodia agreed at the meeting, according to Thailand’s proposal, that a ceasefire can only be achieved through joint discussions. The 3/2025 Special Meeting of the General Border Committee (GBC) between Thailand and Cambodia will be convened on 24 December 2025 in Thailand for the militaries of both countries to discuss implementation, related steps and verification of the ceasefire in detail.
